Ryan Stark is a Managing Partner with Page, Wolfberg & Wirth – The National EMS Industry Law Firm. He counsels clients on labor relations, privacy, security, reimbursement, and other compliance matters affecting the prehospital industry. He is a featured speaker at many events across the nation focusing on EMS and mobile healthcare.
Ryan is also an adjunct professor at Creighton University’s Master of Science in Emergency Medical Services Program, and a visiting lecturer for Harrisburg Area Community College where he teaches prehospital clinicians about legal issues in the field.
Ryan developed and is the primary instructor for the nation’s first and only HIPAA certification for the ambulance industry – the Certified Ambulance Privacy Officer. He has and continues to author many articles and publications on prehospital healthcare and related issues.
Ryan volunteers with local community nonprofit organizations. He is currently a Big Brother with the Big Brothers Big Sisters program and a Board member for the Peyton Walker foundation. Ryan also enjoys hiking, running, kayaking, and traveling, and spending time with his family.

Mark your calendars! Rotary Club of West Shore will hold our Flags for Heroes Dedication Ceremony on Thursday, 9/11 at 7 p.m. at the West Shore Theatre in New Cumberland. Join us for an inspirational evening honoring our heroes. New this year, we will be recognizing the local heroes from our local municipalities.

Wouldn't You Rather Do Business With A Rotarian?
The Rotary Clubs of Carlisle and Carlisle Sunrise will host and event sponsor the 77th RMB networking event in District 7390 Chapter # 4 of the Rotary Means Business Fellowship history and the fourth event of the 2025 RMB season on Wednesday, September 10 from 5:30 p.m. to 7:30 p.m. at Dickinson College (exact site remains to be determined). The Special Event and Venue Sponsor (equivalent to Major Sponsor) will be the A.C.E. Peer Mentors and the Popel Shaw Center for Race & Ethnicity. The event will be FREE and will include light hors d'oeuvres, wine, beer, soft drinks, and water. Sixty chairs will be set up so that the event can be run as it was last year.
This will be another in a longstanding series of great business networking opportunities for both profit and non-profit organizations. Do not miss it. Also, please consider bringing potential Rotarian guests, Rotaractors, and Family of Rotary.
